Question PC Upgrade (300€-400€max)

Hey folks!

It's been a long time since i even put a tought into upgrading my PC. But time (and technical progress) has finally caught up to me.
So, i've build my System in 2015 (with a lot of help from you guys) and want to upgrade just a little bit (300€-400€ max).
Since i am completely out of touch with current hardware, i thought i might ask here again (only had good experiences).

My current specs:

GPU - MSI Radeon R9 290
CPU - i5 4460 (+ Thermalright True Spirit 120i)
MB - MSI B85-G41 PC Mate
RAM - 8GB Crucial Ballistix Sport DDR3-1600
PSU - 550W CoolerMaster GM Series
SSD - 250GB Crucial BX100
Case - Nanoxia Deep Silence 3

Any tips on what makes the most sense to upgrade?
(I thought RAM and CPU could use an upgrade - my "uneducated" thought)

Time for a platform change, imo, and I would recommend changing out that PSU. Most CM psu's are not good quality. After that, I would upgrade the GPU.

Haven't had an issue with my PSU so far in 5 years. You highly recommend a change?
CPU and RAM are my bottleneck i figured.
And my old parts, are they still worth a bit, meaning i could sell them after 5 years of use?
