first, replace that power supply before anything else. those evga nex units are definitely not ideal. the evga g2 is a solid super flower made unit. then a gtx1070 should be roughly 60% faster than the gtx770,

i wouldn't recommend a $1000 budget unless you want to wait for the $700 gtx1080ti. but honestly a gtx1070 is plenty for 1440p@60fps. the 4770k as long as you have a modest overclock, 4.4ghz or so, is plenty and even an about to be released kaby lake i7-7700k@4.5ghz wont offer much more than 10-15% more performance which is negligible.
