My system
core i7 7700k 5 ghz
corsair h110i
ram 16x2 crucial balistix sport 3000 oc 18-18-18 38
rtx 2070 super
1440p monitor 60hz

I am planning to go for 4k 60 hz monitor and rtx 3080, if 3080 will be push more fps in 4k than rtx 2070 super in 1440p
And question do a need comet lake s 10900k, and will be enough my 3000mhz ram cl18?

No one here could tell you by how much; it's much too early - hell, no one's even seen an NDA(non disclosure agreement) yet.
A leak is a rumor, and nothing more, until reviewers actually get their hands on the product, and even when they do, they can't say anything until Nvidia says it's ok to do so, or they face legal action - IF they signed the NDA, which is usually forced down their throats anyways.

And question do a need comet lake s 10900k, and will be enough my 3000mhz ram cl18?
4K is purely gpu bound - save for some multiplayer skirmishes; even less of a reason for you to change your cpu, which would be a HUGE waste of money at that resolution.

A cpu 'upgrade' would be a side-grade for you at 4K. Your 5ghz 7700K is very capable.
