A bit over 200$ you should be able to upgrade CPU and Mobo, to i5 4460 and H97 chipset motherboard.

IF you can get 300$ i would get better PSU, the one you have is not good quality and recommended wattage for R9 280X is 550w or more

If you decide getting SSD dont get Kingston HyperX SSD is not very fast you can get faster SSD for just a bit more.

Crucial BX100
OCZ ARC100
Samsung 850 EVO

@Wazero i dont think is worth spending 250$ for a bit better GPU he would...

a single more powerfull gpu is always better than a crossfire. My friend is currently using crossfire r9 270s and when games support crossfire he loves it, but when they don't oh dare lord . Also the 600w min is if you have a craptasic psu you can run it off the psu you have now. also you could sale the 280x once you get the 290 so you'll have money for more upgrades

As already suggested: An SSD will be the best upgrade for relatively little money. Your PC will feel like a new one after that.
Besides that, also as someone already suggested, new CPU and mainboard. His suggestions were good.
