Question PC Upgrade reboots into black screen

Ok so simple story did an upgrade to an old system Athlon x2 that needed it mainly used for serving files and needed it to be beefier and updated so used the following:

Celeron G3950
16gb Ram
120GB SSD
Asrock Z170A-X/3.1

System installed windows 10 and then the click here to restart screen comes up and I click restart. System looks like it restarts and then nothing. Black screen but everything else is still running inside the PC. So what I have done so far:

  1. Repalced the 480W PSU with new 620W Seasonic.
  2. Tried a Zotac 250GB ssd as well as an Intel 150GB SSD I had.
  3. Tried another G.Skill set of memory so I tried the DDR4-2666 and the DDR4-3200 Trident ( ran memstest86 and no issues) as well as using just 1 stick in various dimm slots
  4. Tried Windows 10 1709, 1803 and 1809
  5. Tried an old Biostar H110 board I had laying around.
  6. Tried with and without videocard.
Did all these tests and still upon restart it won't restart. The only thing I didn't change was the case and the CPU. So anyone have any ideas? TIA!

Can you get into the bios? If so you may want to try updating the bios
Other then that you pretty much tried everything so sounds like a bad cpu
