PC upgrade - Ryzen 5 €450 euro

I am in need of your expertise in upgrading my current PC. I am planning to use some parts of my current build to the new build. Now, my plan is too add a SSD, replace CPU, motherboard and ram cards. Later on after the bitcoin mining, I am looking to replace the GPU. The reason for upgrading is that my CPU cannot handle the video editing programs. It freezes sometimes, slow or get stuck. Also, I play games on it like CS:GO and PUBG on low settings. Even on low settings, I get FPS drops in both games.

-I am not going to overclock
-I have two 60hz monitors (not going 144hz monitors)
-Game: I prefer stable FPS than quality
-I live in the Netherlands, morelikely going to buy the components at azarty.nl .  
-My update budget is around €450 euro.
 
Question to you guys, what do you of my plans? What do you think of the components of the upgrade? Any other cheaper components? Got any other recommandation or suggestions?

GPU first I'd say too. Then Ryzen 3/5/7. The 1600 or 1700.
