Pc upgrade (To play games)

Hello, i'm here because i need help on how to upgrade my pc and what i should do to get decent fps on games that i play the most like Counter Strike Global Offensive. I recently bought my pc but when im playing i get like 30 fps with all video settings on low, and pc setting all on low too.
PS: I want cheap stuff cause i dont have much money to spend...

My computer specs are:
Processor: 4X AMD A6-6310 APU with AMD Radeon R4 Graphics
Graphics card: AMD Radeon HD 7000 series
Storage: 1TB Disk
RAM: 4GB DD3 Memory

My pc is the Aspire TC-215.

Some graphic improvement can be had with more and faster RAM and some overclocking. As it is now, your graphics is grabbing at least 1 GB and system reserved at least another one. Ad another 1.5 GB for just idle windows and most of your RAM is gone.
Adding a dedicated GPU like R9 270/370 with 2GB of VRAM can help a lot more.

For games like counterstrike he would benefit more from getting more RAM and a faster CPU
