Build Advice PC upgrades suggestions for 4k video editing and VFX/rendering ?

My system config is:
Processor : Intel i5 8400
Ram: 8 GM 2400 MHZ
Mother board; Asus H370M Plus (ram 4 slots)
Graphic card : Nvidia 1050TI
PSU : 450 Watt.

I am thinking to upgrade current rig without spending too much... but if it necessary to spend for vfx and work... can i think of buying a laptop ?

Or
I9-9900K 95 watt ? With 32gb ram is good ? If i do so ?

Pls suggest your opinon without hesitation. I m freelance vlog/video editior/vfx artist.
