PC very slow after reboot

I installed a program (Port forward Network Utilities) then I uninstalled it after because I realized why did I download this? There's no point in using in. So I uninstalled and when I restarted my pc. When I started it back up I noticed the start-up to be slow. I thought its only once, so I booted fortnite up, I went in to a game and it felt choppy. I looked at my fps and it was going 40-70. I normally get 200fps uncapped on my settings, but since I cap it I get 144. I was thinking maybe a reboot will do. So I rebooted, slow start-up, slow opening file explorer, slow doing anything. I opened fortnite again and still the same.

Im stuck and do not know what to do. I clean my computer everyday. (Temp, stop services, disk cleanup, ccleaner, advanced systemcare & more!)

CPU: i5-8400
GPU: 1060 Gaming X 6GB
RAM: 2x4 HyperX 2666mhz (8GB)
Storage: Samsung 860 Evo 500GB
CPU Cooler: Hyper 212X
Motherboard: Gigabyte B360 D3H

I reset windows 10 a month ago, sorry I didn't reply I was on holiday for a month, resetting didn't help. I have tried overclocking now, didn't make a difference! Is there a bios setting I'm missing or did I assemble my pc wrong? Its just Fortnite. I observed my task manager and my CPU using 70%-100% & my GPU is using 40%-50%. Could it be a bottle neck? I heard multiple times an i5-8400 is a good combo with a 1060 6gb.

Also I literally have nothing in the background.
