Pc was freezing on desktop now wont turn on at all

hey all, my brothers system (about 5years old now) has been running fine for ages no problems at all. But the other day he showed me that the desktop have completely frozen but you could still move the mouse pointer around, just not click on anything or no keyboard buttons would work tried pressing power and reset button but still nothing. had to turn off the power supply switch at the back to eventually get the system off for a restart. after that I put the switch back on but now nothing happens, no power not even any signs or any noise that its even trying to start up. The little LED light on the motherboard still comes on, when I turned the power supply switch off again that LED was still on which I thought was weird. I'm not sure what could be wrong as it was up and running just before, all I can think of is rather PSU or CPU? any ideas would be great help!

Sound like the HDD on it way out or just savage viruses. Will it start in safe mode? Do you hear any clicking noises from the machine>?
