PC way too hot

I just got some new parts, and whilst getting them I never even thought that I'd have temperature problems. My GPU always goes upto 80C while gaming and never drops or goes above that. I was fine with that, but lately I think something is throttling. While gaming at 80C for some time I get stutters, I checked and saw that the memory clock, the core clock, the gpu usage all just drop down for a moment. Wondered why, then I checked my CPU temps. They were 96-99C - way too much. It's not overclocked or anything and I'm using the stock cooler and paste.

Specifications:
GPU: EVGA GTX 950
CPU: Athlon x4 860k
Mobo:AsRock FM2A58M-VG3+ R2.0
PSU: MS Platinum MS-400ATX (400W)
Memory: HyperX Fury 8GB DDR3

If needed I'll take pics of the PC. I use a mini case, and have no extra fans. I don't think dust is a thing since everything is mainly brand new but the PSU and HDD... which I'm planing on replacing.

Yes they are, around 2400 RPM on idle (like 75-80C) and from what I saw 6000RPM whilst under load and still very high temps.

Edit: didn't see the rest. The CPU,GPU,Mobo,RAM are new. HDD and PSU are older.
It was lower than this I can guarantee you, I think the CPU was like 65C idle and maybe topped 80 under load.
