PC Whining - Sims 3

My PC whines when loading up The Sims 3, on Steam, and while playing. It just wont stop no matter what is done. I think it could be coil whine, and it doesent happen in any other game.

Specs:

4790K (Stock clock, stock cooler)
Z97X-SOC Motherboard
Gigabyte 770 Windforce 3X

If it doesn't happen on any other game, can it be the game itself? Try uninstalling and reinstalling the game and see if that works.

It is definitely coming from the PC, as my monitor is off, and my speakers are in my monitor.
