I rebooted my computer approximately one hour ago from start menu in Windows 10 from installing gameshow which I had installed before but I recently had to reinstall my OS. Rebooting my computer I get a black screen with no signal. There is no bios beep. There is a faint click/chirp sound and regular momentary flashes on the silent and reset buttons of my video card along with hdd, systen, cpu and gpu fans spinning up. I removed the video card and connected directly to my onboard graphics no change. I reseated the RAM, reset my CMOS, reconnected everything, I removed my RAM. Booting without RAM gives error beeps.

There are also some peripherals my mouse, keyboard, microphone, speakers and headset connected. They have been disconnected and no change. I'm right there at my Wit's End as everything worked not even 13 seconds prior. I did notice a Windows update but that shouldn't prevent me for getting into the BIOS. Any advice or help would be greatly greatly appreciated I do not have a second computer that I can take components out to test in.
Update: removed the mobo battery and cleared bios date and time on an off change, pc booted, did not reach bios still, 4 to 5 sec after start it restarted and is now back to the same behavior. Lights on, fans on, hdd on, all fans onl no video or bios boot. I can get either the mobo or the cpu replaced fairly cheep I just need advice as to what one it is. Im leaning towards the cpu but I would rather a more experienced opinion. Thank you.
