PC will not boot past motherboard splash screen

I was mid-installation of a game the other night and my PC froze up and would not respond. I gave it a minute, and then forced it to shut down. Upon rebooting, the desktop would not boot past the motherboard splash screen. It gets as far as the spinning circle when booting Windows 10, and then the circle stops/disappears, leaving the PC in that state indefinitely. In the BIOS, everything seems to be registered normally (the RAM, processor, SSD/drives, etc).

The next morning I cracked my PC open and cleaned it out. It was fairly dusty, especially the fan. Having cleaned it up, I put the side-panel back on and booted it up. Still won't boot past the motherboard's splash screen. So far, from what I've noticed, I can:

- load the bios
- enter safe mode [Windows 10] and allows you to select options such as completely reinstalling the OS, etc. (which I did try, and my PC did work after, but after installing a small program that required a reboot this whole thing occurred again. I haven't gotten past the motherboard's splash screen since.)

The motherboard is an Asus Z-77 Sabretooth.

I can only imagine this is a motherboard issue. If not, please enlighten me! If anyone has some insight, I'd love to hear it. Thanks!
