Question PC Will not boot to windows if my CPU isn't overclocked.

Title. When I try to use my stock speeds, I see my bios splash screen but it freezes before Windows can boot. If I overclock, it runs, but I'm having an issue with the computer crashing randomly.
Specs:
Processor: Intel(R) Core(TM) i7-9700K CPU @ 3.60GHz (8 CPUs), ~3.6GHz
Memory: 16384MB RAM
Card name: NVIDIA GeForce RTX 2080 Ti
Mobo: Asus Z370 A-Pro

Z370 Bios up to the current release?

Z370 Bios up to the current release?

I am on version 2.90 but I think there is a new release. I don't have a USB to flash the bios at the moment so I'm not sure how to update it.
