Question Pc will not boot up after installing new gpu

So i've came across a proble where my pc will not boot up after i installed new gpu.The case and the mouse are the only thing that will light up while the monitor display the no signal message. Here are my specs
i7 2600 3.4Ghz
RAM 8gb
ELSA GTX470
ASROCK H67DE3
PSU= Thermaltake dps G RGB650 (80plus gold)

GPU try to install AMD RX580 8GB

Some of the things I've done

I've uninstalled the old drivers before installing the rx 580
I've tried resetting the CMOs by removing the battery for 1 min
For some reason when i disconnected the psu from gpu the pc will boot up normally tho..(weirdly the nvidia drivers will still be there)

Have you properly connected all the PCI-e cables to the GPU, as applicable (6-8-PIN) ? And, I assume the monitor's cable is not plugged on the onboard integrated graphics of your mobo ?

Do you have the latest BIOS installed on your system ?
