Question PC will not boot up when GPU is plugged into PSU

ASRock Z170 Extreme 4 motherboard
Intel i5 6600K @ 3.5 Ghz
Nvidia Geforce GTX 980 TI GPU
EVO Hyper 212 CPU cooler
Samsung SSD 850 EVO 250GB
Western Digital HDD 1 TB
Corsair CX750M
Basilix(?) 16GB RAM DDR3(4?) bought in 2015 so probably DDR3

As the title says. After having a supposid undervolting PSU where my PC would shutdown and then reboot itself when under voltage load, I RMA'd my PSU from corsair and got the new one today. After about 15 minutes and starting up War Thunder my PC shutdown like it would previously, but this time it didn't start on its own, or at all when I manually tried. Because the result was different I don't believe the PSU is at fault now. I cleared the CMOS by swapping the jumper with the power cable removed and switch off. Although I'm not sure if I'm supposed to leave the power cables in and switch on... that'd make sense. Could try that again. Anyways I've looked on google and some people say the GPU is bad, some say clear CMOS which i've done. It's possible that just when I was installing the PSU today i shocked the GPU and it died after 15 minutes. Thoughts?
