PC Will Not Boot Up

PC will not boot up past Windows Boot Manager screen. I'm unable to get it logged into Safe Mode or WIndows Repair. It will keep looping back to the Boot Manager screen. Depending on what I'm trying to do it throws out a error message that the file I need is missing. I was able to pull the hard drive and connect it to another PC and able to pull data off of it.
Any suggestions?

Check your boot sequence in your BIOS. Make sure the right drive is selected to boot off first.

If this doesn't work. Insert your Windows DVD and boot from CD. Once loaded select repair operating system. Then let the program do it's thing. Here is detailed instructions: http://www.techsupportalert.com/content/how-repair-windows-7-system-installation-disc.htm

It won't load off of the Windows DVD either. Starts loading the windows file and then it goes back to the same message and that the updater file is missing.

You have to change your first boot device in the bios to CD in order to boot from it. I provided a link in my last post that should help you on your way.

I get the option to boot off of dvd and then when it tries to load windows the error message about the windows boot manager again
