I have an HP Pavilion Elite HPE-337c Desktop PC with 8GB RAM factory installed. I bought new RAM today to increase to the max supported by the motherboard. Motherboard is factory MSI MS-7613 (Iona-GL8E).

RAM bought is 4 sticks (4MB ea.) of Corsair Vengeance Pro Series — DDR3 DRAM 1600MHz C9 Memory Kit (CMY8GX3M2A1600C9R). Speed: 1600MHz. Tested Latency: 9-9-9-24. Voltage: 1.5V.
PC will not boot when new RAM is installed. Replaced all RAM with new. Tried to also boot with only 2 sticks of RAM as well in DIMM 1 & DIMM 2 but it puts the PC in a reboot loop and never evens goes to the Windows splash screen. PC will boot with one stick installed in DIMM 1 (4GB) to the Windows splash screen but then crashes with blue screen errors. I have replaced the new RAM with the old RAM (4x2GB) and the PC boots and runs fine.
Is this a Voltage issue with the RAM? If so, I don't see a way to change that in the BIOS Setup. I also looked for an upgraded BIOS for this PC and could not locate it.
Frustrated that something seemingly simple ends up being challenging.
