step 17 I did not hear any beeping. do you have the speaker connected to the front panel header near the power switch?
you can make a speaker if you need to.

The diagnostic speaker is the motherboards main diagnostic feedback device.
the motherboard may be telling you where the problem is.

I use lamp wire but any stranded wire will do. literally any stranded wires. strip one end like so

attach the stripped end into the speaker spring clips on the speaker.
the other end of the wire should be trimmed like so the semi strip

by doing a semi strip the wire case is now the socket.
plug one wire to the first pin, and the second onto the fourth pin.
power on the system and listen for beeps

I assumed the PSU for that is an older model and the change in wattage from the old system to the new. do you have another you could test with?

Yes, it happens without the GPU connected, no I can't get to the iGPU, the PSU is 3-4 years old, the old card was a 1080 but it was on a different motherboard

I would say to remove all your RAM stick plus your Graphics card then try to boot up.(NOTE when all RAM sticks are removed the BUZZ Speaker Are suppose to give out an NO RAM Warning beep.)
If you hear the beeping it means that This resetting could be due to Faulty RAM.If you Don't Hear the Beeping and the computer keeps resetting...It could be that your CPU is Faulty or your PowerSupply has a short circuit or a electrical short(Maybe borrow a friends powersupply and CPU then test it from there)
Check for any bend pins on the CPU socket itself....Try to get your computer just to boot into Bios you don't have to worry about your GPU at this point.
Check all cables and connections(Power points on the Mobo)if there could be an lose connection.
If still nothing happens Remove your front panel Power switch and try to jump start your Computer with an screwdriver.If it POST and boots up into windows you can slowly put everything else back together :benetton::benetton::benetton::benetton::benetton::benetton:
