Question Pc will not continue to buffer (youtube)

Whenever i try to watch a 4k video on youtube it will play faster than it buffers and if i pause it will only buffer about 5-8 secs and not continue so i can watch more than 10sec with out buffering again.
This makes it so no matter what i do i cant watch more than a 5-15 secs without it stopping to buffer no matter how long i keep it paused.

Shouldn't it continue to buffer the video as long as i keep it paused and not only a few seconds after pausing then stop ?

Edit: Also not sure its related steam video trailers just stop period if i make fullscreen but play fine not fullscreen .

netflix works fine

Edit 2 : I found out its caused by something called youtube dash and all the solutions online are out of date oh well . i guess with only slow internet here i have no choice except lower res

I don't think that the buffering has something to do with your computer config, especially when Netflix works fine. It rather depends on YouTube server.

BTW does things changes if you watch videos in lower resolution, says 1080p?
