Question PC will not display anything

Hello!

So this initially began with me replacing a 1070 with a 3070. Problems arose when I installed the 3070 and it wouldn't display and wouldn't show up in neither the BIOS or device manager. I could only use my PC using onboard graphics and only twice have I got the GPU to display but each time was on a different screen. I made sure my PSU cables were properly connected, GPU properly seated, and made sure my Windows and BIOS we're up to date.

After checking all that I unplugged my PSU from the wall and cleared my CMOS according to my mobo manual now I can't even get a post just a black screen. I'm at my wit's end and I was wondering if anyone could please help.

Mind sharing the specs to your build? Please list your specs like so:

Include the age of the PSU and any overclocks you might've performed while on the older GPU(overclock on the ram, CPU, GPU) Please list the versions of the GPU's you had prior and the version you swapped to later.
