My older brother was working on building his dream PC. I now own his PC and have been working with my friend to get the PC up and running. We have the computer put together, all the lights are on, fans are running, no beeps on the mobo speaker, but no video shows up.

Reset the CMOS.
Removed the GPU.
Tried HDMI and DLI on Mobo.
Tried Display port and HDMI on GPU.
Tried two different monitors.
Ensured Mobo dust cover wasn't touching any ports.
All pieces seem to be in place.
No metal touching to cause a short.
Tested with just one RAM, no problems.
Took out all the RAM, heard three long beeps, so speaker is working.
CPU plastic cover was removed.
CPU power is plugged in.
No thermal paste where it shouldn't be.
CPU fan is powered on and running.
Motherboard standoffs are installed properly.
Video card was seated fully.
GPU power plugs plugged in fully.
All 4 sticks of ram installed in all 4 slots.
No wires under Mobo.
All front panel plugs installed according to mobo manual.
Power was running through the system.
CPU is supported by the Mobo according to official sources.

Should mention the motherboard has easy diagnostic lights on the board. They are all off for CPU, DRAM, VGA, and BOOT, indicating no issue with those.

No idea what to do.

Here's some pictures of the set up

This is an older motherboard meaning you have to flash to bios first yes the cpu is supported by offcial sources but that was an update because it was not before.
Download the latest bios update and update it https://www.msi.com/Motherboard/support/Z370-SLI-PLUS

There are alot of footage showing how to flash the bios. Good luck!
Please let me know if it worked ;)
I thought maybe the BIOS needed an update. I'll give this shot in a few hours when I'm with my PC building friend and will let you know how it goes.

Sorry for the late response. I ended up spending about $40 to send the motherboard to MSI to have the BIOS updated. I got the motherboard back about a week later and everything went smoothly. I got my brother's computer running.

I know how much trouble he went through to work on the computer and I'm sure that if he were alive today to see the end result he would be proud.

Thanks for the help, everyone!
