PC will not let me Disable driver signing enforcement

Ok, so I want to disable Disable driver signing enforcement so I can install a unsigned driver, but
when I press the restart button to access's the options where I can actually turn off Disable driver signing enforcement my PC black screens and does not restart but remains running.

Ok this is what im currently doing:

Press Windows Key + I
open computer power menu
hold shift and press restart
enter the advanced options menu
go through until I reach the start up settings page
press restart
my computer closes down (does not shut off)
then my displays black out and then the computer remains running but does not restart

Any help would be really helpful!

Ok, found a solution to this problem. basically when the display blacks out, windows has actually loaded into the menu just is not displaying it, all you need to do is press F7 (If you want to disable driver enforcement) then hit enter and it will load back in with enforcement disabled.
