Question PC will not POST --- motherboard displays solid blue light

I recently bought a ax570 prime-p from newegg and i recently took out my old motherboard and i putted in the x570 prime i flipped on my psu power switch and it is not posting my all my spacers are preinstalled in the motherboard. My motherboard shows a solid blue light under the fan on the board. My psu fan is not spinning.
Specs
Cpu Ryzen 5 2600
Gpu gtx 1070
Psu evga 750w non modular psu
I just bought this board so i am worried about it

Are any other fans powering up? You have connected the 4 pin, 8 pin and 24 pin connectors? The CPU fan is plugged into the CPU fan header (the one on the left above the RAM slots)?

I have everything connected but my psu only has a 8 pin connector and one 12 pin connector instead of a 8 and 4 pin and 12 pin connector could that be the issue?
