PC will not show any output to monitor

I bought a used PC that was missing a powersupply and had no optical drive or hard drive. The PC has an Amd R9 390 graphics card. I buy a 600 watt power supply and install it. I put an old hard drive of mine in the PC. The PC turns on, hard drive spins, all fans spin, cpu fan spins, but I cannot get any output to a monitor. I also have a windows 10 thumb drive plugged in, I've tried starting it with and without the thumb drive. The old hard drive does not have an operating system on it . Everything seems to be booting up fine and running but I get no output on my monitor. I have 2 monitors, one with just a VGA output, and one with DVI, hdmi, and display port. I try all the combinations I can and do not get any output onto either monitor. I try all the outputs on the video card, and I've even tried taking the video card out and just trying to get one of the motherboard outputs to work. Nothing is displayed on either monitor. I'm pretty certain even if the hard drive and stuff isn't set up, I should be able to see the BIOS displayed. I get nothing on my screen and I've tried every combination with and without the video card in because I thought maybe there are no drivers for the video card so I took it out to see if it would just work with the motherboard output. Still get nothing. I know the motherboard has power because the case fans spin. When the gpu was in the gpu fans spun so that had power. The cpu power cord is plugged in but I don't have a way to tell if that's working correctly I guess. I also took out the cmos battery and plugged it back in. I'm not sure what else to try now. The PC also has 16gbs of ram. I also have a usb keyboard and mouse Any advice would be appreciated
 
@Paul I see nothing on any screen, the monitor that just has VGA on it should work when I take out the GPU I believe. I have no other connections plugged in, but I don't see any outputs onto the monitor. No way for me to go into the BIOS.
 
The motherboard had Vga, dvi, and hdmi, I've tried all of them and no output. I am now beginning to think I have a POST issue because I do not hear any beeps when it turns on. But everything has power and everything seems to be working so I'm not sure what to do next. I took all the ram out then turned it on to see if it gave me any beeps and I got none. So I'm now realizing I might be looking at a CPU issue, not sure
 
Maybe not tho, I just started my known good gaming pc and that does not give any beeps either and that pc works for sure. Everything in this new PC I have seems to be working. Just not sure why I have no output
 
Good point about the speaker, I'll double check, also, I just read that you need to take the cmos battery out for about 5 mins. I took it out earlier for just a few seconds so I'm also trying that now going to wait about 5 minutes and put it back in while there's no power to it. In the meantime I'll check that speaker header.
 
So weird, I now have the input thru VGA since I took the CMOS battery out for 5 mins. I checked and the HD audio case audio connector was installed and in the right spot, I looked up the manual, still have no audio beeps tho. But now I have an output on the VGA monitor so hopefully things go swimmingly from here. Thanks again for your help and advice Paul I do appreciate it.
