PC will not shut down

I have a PC currently running windows 10 and out of the blue when I go to shut it down through the menu on the pc it will go to the shut down screen (says shutting down) with the spinning white circles then within go back into the PC as if it has just rebooted. If I press the power button on the case which shuts it down it does the same thing. Ha been scanned with Malwarebytes and nothing was found. Ideas?

so when you click the computer to shut down, it starts back up as though your system is rebooted?

Sorry pressed solution button by accident. Yes as if it has rebooted as my VPN software which runs on startup starts again. Quicker than a standard reboot

Does it turn on out of nowhere after you turned it off?

Try to unplug the psu from the wall.
