PC Will not shutdown completely

Alright, so ive had this issue for a while, but when i go to shut my PC Down, it doesnt completely shutdown no matter how long I let it sit. My LEDs, keyboard,mouse, and case LEDs will remain lit. Only if i shut my PC down using the power button, start it up again, then shut it down once again, will all LEDs and my keyboard and mouse fully shut down.

Specs:
GPU: GTX960 FTW ACX2.0 Edition
CPU: i5-4690k
Mother Board- Msi Z97 gaming 5 ATX
PSU- EVGA Supernova 750 watt
Case- NZXT H440
Water cooler- NZXT x31 120mm
Storage- Western Digital 1TB 7200RPM
OS- Windows 10 Home Edition

i was having this issue a while back as well and had to disable hybrid shutdown (or fast startup... whatever the exact name is)... to do this go into control panel (go into start menu and type control and control panel should pop up) click on hardware and sound and then click on power options, now click on the "choose what the power button does" at the left, next you should see text at the top that says "change settings that are currently unavailable" click that and uncheck "turn on fast startup" and try shutting down. start up again and try shutting down again, if successful then BOOM!
