PC will not start after replaced motherboards

I've replaced my motherboard in a previously working pc and when I turn it on, all fans start up but there's no USB or visual output to allow me to use the PC, or even access bios. I need recommendations, other threads on this site have given me no luck

Typically, if you are replacing a motherboard and keeping a CPU then the motherboard will be newer than the CPU and not need a BIOS update to run existing/older chips.

Question 1) Why did you replace the motherboard?
Question 2) What are these components?

If you replaced the motherboard in a non-working system, it may not have been the problem.
Question 3) If so, what were the symptoms before that led to the new motherboard?
