Question PC will not start unless I remove and reinsert gpu

Every time I turn on my pc fans start spinning, gpu lights up but it does not boot, motherboard shows red VGA light. after i remove gpu and reinsert it pc starts normally and works without problems until i turn it off and have to turn it on again. this problem only started recently.

specs:
gpu : gtx 1070
psu : evga 600w 80+ bronze
mobo : Aorus b450 m
cpu : ryzen 2600x
