Question PC will only boot properly after reseating RAM sticks. Otherwise works fine

I don't know if I should post this on Windows forum, but since the RAM seems to be determining factors, the mods can feel free to change it.

Basically, everytime I want to use my PC, I have to do one of two things.

1-Turn it on, it won't boot, fans will spin, but only the power led will stay on, nothing on the HDD access LED, I then have to turn it off by button, and then turn it on again, it will then boot(fast with SSD) and everything will run properly until I turn it off again(by menu).

2-Sometimes it will behave oddly, post(leds on keyboard and mouse will turn on) and then reboot in a cycle until I turn it off by button on by PSU, by which time I have to open it and switch/reseat, the identical RAMs(just swap their slots), and try again, where it will either boot properly and operate normally until being shut down, or go the first option.

Rarely, it will boot normally.

This started a few months ago, I switches PSUs, okay, but it kept happening, Reinstalled Windows, then added more RAM, worked the same way of methods 1 and 2 until a strange BSOD where I found out a ram stick had died(had 4x4 then 3x4), after not using it, same thing(1,2), now I bought two entirely new, mid/high sticks (Hyper X Fury 2x8Gb 1600Mhz DDR3, and I am using them alone..

I am honestly bummed, when it boots, it works okay, even with demanding applications(Star Citizen, ED, other games), the problem starts on shut down. IMHO.

PSU: Corsair TX550M

117GB SanDisk SDSSDP128G (SATA (SSD)) Boot.
931GB Seagate HDD 7200
931GB Seagate not sure.
111GB SanDisk SSD PLUS 120GB
