I am working on a PC for someone else, and will power on but blank screen. The PC has onboard video without a graphics card. I believe it needs a video card, please correct me if i'm wrong.

If the onboard video has gone bad, and thats all that has, a video card may fix it. Most likely if the onboard is gone, there is another issue with it as well. But if you are on here asking these kind of basic questions fixing someone elses stuff, maybe you should advise them to take it elsewhere.

depends on the cpu some of them have build in video chipsets in the cpu. some like the amd x700 line dont. if this is a new build start with the easy stuff to forget. make sure the mb sitting on top of case standoffs. make sure the mb not shorting out the the metal io shieild. on the mb make sure the 4/8 pin cpu power plug is connected. make sure the ram in the right slots and locked in. look in the mb guild online make sure the mb bios will post with the cpu that in the mb. some mb need cpu code upgrades. if you cant get it to post try breadboarding the pc outside of the case.
