Question PC will power on like normal with fans spinning but Video signal shows no signal. Better description below.

When powering on my PC, the PC will turn on as normal(fans spinning and all) but the motherboard shows the VGA LED light on for about 2-4 seconds before switching to the BOOT LED for about the same time before turning off and the PC still on. While during this, the monitor won't display any signal when plugged into my graphics card and onboard graphics. From reading the manual it just says that there's a problem when those lights stay on but they switch off after a few seconds like I stated so idk what the issue would be.

Just trying to understand a few things.
What is the problem. And what can I do to fix this issue.

MSI GTX 1060 6GB
16GB RAM
i5-7600K
Motherboard: GA-Z270-HD3Phttps://www.gigabyte.com/us/Motherboard/GA-Z270-HD3P-rev-10
Windows 10 Pro

Thank you for whoever can help me! I have tried to read through posts on other people having issues that sound the same and a lot of solutions have to do with going into the bios but I cannot as the video shows no signal.
