PC will turn on and off multiple times until it will finally boots

HI, I have a problem with my pc it will boot, but it will take several attempts pc is turning on and off within seconds all by it self until it will finally turn on. Every day it take more time to boot it for example, today it took him around 30min to boot. My guess is that it motherboard fault not power supply, but I not sure

you really should list down your hardware specs if you expect people to help you.
can you successfully boot to BIOS all the time? is BIOS loading logo longer than the windows loading logo?
have you tried booting to safe mode? have you tried removing your GPU and 1 stick of RAM and all your USB devices except your mouse and keyboard of course. observe any differences?

specs:
-motherboard: Gigabyte GA-965P-S3
-cpu: intel duo e6750
-gpu: radeon hd 4770
-ram: 4gb
-win10

pc will only turn on for about 1-2s before it turn off nothing will show on screen and it'll repeat doing this until it will finally turn on and when it turn on pc will work fine. I try removing all usb device with no result, I haven't try removing gpu and ram. Its old pc but its work fine until now
