PC will turn on but no signal to monitor via DVI cable

Tried plugging in DVI cable to both graphics card and motherboard port but still no signal. Heard it could be something to do with BIOS versions? I have a Ryzen 5 1600 AsRock AB350 Pro4 mobo and a 1070 as my GPU. Any help would be greatly appreciated.

Are you sure your motherboard posts in the 1st place? Do you have a beeper installed on the motherboard? If so does it make any beeps when powered on?

What PSU do you have? Does the graphics card fan/fans spin up when you turn on the PC? Similarly, do the CPU fans spin up?

Did you try re-installing the GPU to make sure it's seated well into the slot?
