PC with entirely passive cooling possible?

As mentioned, would it be safe to build a lowish end gaming PC with entirely passive cooling and no case fans, or would it overheat, specifically the CPU and video card? I'm not going to build anything like this because fans didn't murder my family, I'm just wondering if it's possible.

If you've got an HDD in the computer you might as well have fans.

For as quiet an experience as possible, get an SSD with some incredibly quiet case fans and passively cool everything else.

Example:

NH-D14 -Heatsink passively cools CPU, fans go around the case for airflow

For anyone who drops in later than the original post, you can in fact build a totally passive system.

requirements are:
ITX board for ATX power supply, mATX board for SFF PSU
CPU with max 95 TDP
GPU with max 105 TDP (GTX 950/ 750ti)
Passively cooled PSU, u can buy theirs if u wish but there are some quiet/really good ones out there too
And the best is ofcourse an SSD for utter silence

I also recommend some building experience since it was not easy to build. Happy quiet to you!
