A cpu cooler (stock or aftermarket) is needed, otherwise, your cpu is guaranteed to overheat within 10 min. In terms of case fans, I would advise at least 2, one for intake and one for exhaust, which many cases should have or some more. If you have no case fans, it may get a little bit hot for your components. If you are in a cold area, it is doable I believe, but not recommended.

Yes if it's a low-power PC designed to run fanless.
