[SOLVED] PC Won’t boot, Installed new components

I was installing a new msi ventus rtx 2070 super, replacing my old gtx 1070 along with 32 gb ddr4 3200mhz 2x16 RAM replacing my old 2x8 GB ram modules, when I installed all of my components, my custom build boots for about 60 seconds with a black screen, NO BIOS or Win, and then shuts off and starts booting up again in a loop, I’ve tried using my old memory, only putting in one stick, I’ve tried replacing cpu and gpu cables, Could it be a problem with using an SFX 12v 650 gold PSU? And along with a Corsair H100IV2? Could it be drawing too much power? Also I’m using an as rock FATAL1TY motherboard along with a RYZEN 7 2700X

Thanks for the support and troubleshooting, found out that it was an actual MOBO error, had to install new AMD drivers for PCIE and installed a new BIOS version and my new components work perfectly.
