Question PC Won’t Boot - rgb flashes and then nothing. Please help!

Hi there! Video attached. What’s the deal? Is my psu dead? Thats what some things have suggested online so I’ll be picking up a new one tomorrow to test and see. Think that’s all it is hopefully? I’ve done most obvious troubleshooting tests.

Had this happen in my old rig every time after a power outage. Power cycle the PSU - unplug it from the wall, then click and hold the pc's power button for 30 seconds. Plug it back in and try booting again.

1tb 970 evo m.2
16gb Corsair vengeance 3600 MHz RAM
ASUS tuf x570 mobo

I’ve done that step already to no prevail sadly.

I did the paperclip test with my psu - psu fan turns on properly which leads me to believe its something other than the psu
