Question Pc won’t boot unless I remove the GPU ?

•The GPU does turn on btw• I had my GPU for a while now and personally I don’t get why it started doing this. I had a dell optiplex with a 500 watt psu that i used with it and I had an old gpu that had a similar problem but it would turn on time to time. My new gpu had the same problem but know it straight up does not boot, replaced it with new parts to see if it was a problem with the pcie slot, but now it doesn't seem like it. Something I did find out was that no matter where I connected the hdmi cable, it will not work unless I disconnected the GPU itself and let the PC use Integrated graphics. My setup is

I3 10100
asrock B460M HDV
V500 Corsair
500gb hard drive
And the GPU is a GTX 960 2gb MSI.
