Question PC won’t boot with 2 sticks of Ram

Just finished my first build yesterday and have an issue where my pc won’t boot up with both sticks of ram. When both are in slot 2 and 4, it starts but doesn’t boot. When in slot 4 by itself same problem but when in slot 2 by itself it boots up fine. Also both ram sticks are working, tested both in slot 2 by themselves and no issues booting up. I was told to start with 1 stick, go into BIOS, enable XMP, turn off PC and insert the second stick but it just causes the PC to constantly turn off and on again every 2 seconds. Is there a fix by tuning the ram settings in BIOS or is my MOBO faulty?
