Pc won’t boot

I changed the memory frequency in my bios and updated my bios. My computer turned off after and restarted. When it restarted the pc turns on and all the hardware inside is working but nothing shows up on my monitor and my keyboard and mouse aren’t turning on. I tried resetting the cmos by taking out the battery and putting it back in with the power cable and all other cables disconnected, but it isn’t working. I don’t know what to do since I’m not that educated with hardware.

Ok I got it to work by taking out one of my pieces of ram, but now I can’t put the other piece of ram in or the computer won’t boot up. How do I get the other piece of ram to work in the computer and how do I get the ram to actually work. I had a problem before I made this mess where I had 16gb of ram installed but my pc was only using 7.95gb of ram. I want to know how to get it to use all 16gb.
