Question Pc won’t boot

Just bought a 4090 and a new power supply
Specs
4090 fe
I9 11900k
Mb ASUS z590
Psu Corsair rm850

anyways installed it all correctly popped it in went to turn it on and it turned on and then about 10 seconds later cuts out nothing came up on my screen I saw something about unplugging your usbs did that nothing just really confused I’ve taken out the cmos battery taken out the gpu I just have no clue what else there could be

Also I can’t get to bios so I can’t really do much only physically and I had some error codes like 99 98 dr6 and dr7 99 means IO overuse or something 98 is no keyboard dr6 no gpu because I removed it and no clue what dr7 is
