PC won’t display, NO BEEP, Fans Spin, Case lights turn on HELP

First of all I have already tried replacing the motherboard to which it did not affect. All the fans and case lights turn on however I get am not getting any output.

The problem started one day when I powered off by holding the case power button, for a while I was just getting a black screen but now I just get a blue screen (my monitors default colour)

WHAT I HAVE ALREADY TRIED

- Booting with One RAM stick, Booting with both, booting with them switched
- Trying a new motherboard
- Booting without HDD/GPU (Individually, and collectively)
- Reconnectinng all cables
- A different monitor
- Resetting CMOS
- Taking out and putting back in CMOS battery

Could anyone help me out?

Mobo: MSI A68HEM-V2
CPU: AMD Athlon X4 880k
GPU: GTX 750ti
RAM: HyperX 8GB
RAM: Corsair 4GB
PSU: Corsair VS450W

Hey, did you fix te problem, i kinda have the same issue with sapphire radeon hd 7850 2gbddr5 and an athlon x4 quad core 860k, also i have a 600w psu and 2 sticks of 4 gb Ddr3 RAM.

The PSU or CPU is suspect. Try swapping them out if you can with known good working parts. Obviously the CPU is a little hard to come by, so borrowing a PSU would be the first step as it's the more obtainable option.
