PC won’t post after building

My PC won’t post after building. The computer turns on completely including fans, LED’s etc, but my monitor doesn’t get a signal. I checked all of my cables and ready this entire thread http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems and I still cannot think of why it won’t work. That particular one may not have right BIOS, if it does it should be marked on the box, at least a sticker to that effect. Only x470 bards are ready enough.
