The thing boots up just fine, but when I connect it to a monitor it doesn’t work.

what happens if you plug it to motherboard and remove gpu from system there are so many z390 board hard to tell witch one you have .

try the onboard since cpu have a video chipset and board support it also could you test this gpu in another syem to see if you have signal from him .
