PC won't BOOT AFTER CLEANING

I don't know of any solution for you.

but, I've had an old PC that when i unplugged from all wires, it always never wanted to boot up. I would say, try uplugging and replugging the motherboard connector from PSU, and make sure other connections are tight (the vital ones). in this case the system specifies your GPU? Try resetting the GPU physically
 
Please power down the machine, unplug it and press the power button for three seconds to drain any remaining power. After that, open it up and remove the CMOS battery from the motherboard. Also remove all connectors from all devices and plug them back in nice and tight. Remove all devices from the motherboard (except CPU) and put them back into place. Now put the CMOS battery back into the motherboard, plug it in, turn it on, boot into BIOS and set the system time. After setting the time, reboot into Windows.
