Question PC wont boot after cooler change. Turns on but no power to usb, no display

I wanted to upgrade my cooler to a liquid cooling, from the stock cooler of my Intel i7-9700 to CoolerMaster MasterLiquid ML240L v2 rgb.
I did not change any other parts in my preiously working system but I did install a new m.2 ssd. I have tried removing the rams, i verified that all cables are plugged firmly and correctly. No pins are bent, I did not unplug any cables other than what goes to the fans
I was told there should have been a pump fan connector on my MoBo, though I plugged it on the cpu fan thinking it performs the same task.
After trying everything, I placed back everything as it was before and I'm still unable to get it to work. I fear I may have damaged the motherboard in someway or the cpu in a worst case. I'd appreciate any assistance and help

System specs
-Intel i7 9700 CPU
- Asus prime B365M-A motherboard
-Corsair Vengance LPX 16gb ram ddr4 (4x4Gb)
-Corsair CX600M PSU
-Gigabyte GTX1070 Windforce 2.0 8Gb GPU

Relieve some pressure from the cooler's mounting and see if that allows you to POST/power on. On a side note, how old is the green labelled Corsair PSU in your build?

I'm not sure on the pressure, it was working fine with the stock fan it had before which clicks in so no room to adjust that and even after I put it back, it wont POST. I can try that though
The psu must be around 6 and a half years old. It was working the very same day before I tried to change the cooler this day

Have you tried taking out the M.2 drive and disconnecting any other dives by unplugging the SATA cables just to see if it will post to bios ?

Yes, I had planned to leave out my old drives and just go with the m.2 but even without the m.2 it wont boot to bios. To my annoyance the motherboard didnt come with a speaker or any other help to debug the issue

I'm just trying to find a manual on your ML240L v2 rgb to see how its mounted to the CPU socket
 
I cant seem to find an install manual, did you not have to remove the motherboard and change the CPU socket back plate and clamping system to attach the new cooler? I'm flying blind here so sorry if it seem a stupid question.

Not a stupid question, I appreciate all the help I can get here

Yes, I had to unmount my motherboard to set up a back plate to install, luckily my set up allowed to flip the mobo on the side without fully taking out the motherboard or disconnecting any more cables than needed, so I only unplugged my chasis fans. The cooler came with all needed accesories to mount to my lga 1151 socket and everything fitted properly.
After booting and troubleshooting failed, I put everything back as it was with the older fans and its still not booting

Take this with a large dose of salt because I'm not saying this is your issue but a possibility

The back plate of the water cooler is it plastic or steel?

because I have seen some in the past that can still sit over these tiny surface mount resistors on the bottom of the motherboard

just wonder if any of those are damaged (only takes one in the wrong place) while fitting if you didn't remove the board fully?

maybe a small surface mount resistor was damage in the process?

you would need to inspect to bottom of the motherboard and need to know what type of damage to look for and it's a lot of messing around just on my speculation of a possibility, if i'm honest.

maybe the jossling about lining the motherboard mounts while all the cable still connect it may of damage one

Maybe someone else might be able to advise at this point?
