PC won't boot after CPU upgrade

My PC won't boot with the new CPU I got, just a black screen, i also got a new gpu but the PC works fine with the new gpu + old cpu.

PC specs:
CPU: AMD Athlon II x3 460 -> AMD FX 8300
GPU: AMD HD 6850 -> AMD RX 470
MotherBoard: AsRock 970de3/u3s3 (BIOS ver. p 1.70)
PSU: 3go 700W
RAM: 8GB

I've checked the compatibility between motheboard and cpu and its supposed to work on BIOS version 1.20.

Power consumption should be fine too since both CPUs have the same TDP value (95W) and the new gpu actually has a bit lower TDP (120W instead of 127W of the older one)

PC works fine with the older parts and the old cpu with the new gpu, but wont boot if the FX8300 is installed.

I think I did, i removed the battery from the mobo for several minutes and then installed the FX, do I need to so something else?

EDIT: I just tried resetting the CMOS with the jumper, but still didn't work i checked all settings were reset to default (date was set back to 2013)

It was a returned product, the page were I bought (pccomponentes.com) says it was returned within 30 days and it works fine, it has 2 years of warranty and all that stuff, but I guess there is a chance that the CPU might be malfunctioning.

So only thing that is left is to contact the seller I guess? Thanks for the help anyway.

I'm going to see if some of my friends have a working FX build or a AM3+ mobo to see if it works.
