PC won't boot after installing R7 250 Asus 1GB Edition

Specs:
Intel Q77 (MOTHERBOARD)
I3-2100 (CPU)
4GB (RAM)
PEARL 550 / SP-ATX-550Z-PPFC-L (PSU)

The computer simply won't boot when i put R7 250 in.
Display shows black. Won't even turn the monitor on.
I deinstalled Intel Graphics.
I took the computer apart and put it back together but still nothing.

Is the problem my PSU or Motherboard?
Do i need to update my BIOS?

I would hazard a guess at the PSU

Well... Yeah but why? Not really smart when it comes to computers.

well the GPU R7 250 is the most power hungry part of your system and that is failing either the GPU is no good or PSU is no good.

So i should just get a better PSU. Aight... What the hell i'll give it a try.
